Syria crisis: Obama asks Congress to back military action

US President Barack Obama has formally asked Congress to authorise military action against Syria over alleged chemical weapons attacks.

He said any operation would be limited, ruling out a ground invasion. Congress is to reconvene on 9 September.

This comes after Washington claimed it had evidence that 1,429 people were killed in chemical attacks by the Syrian army on 21 August.

The Syrian government gave no immediate reaction to Mr Obama's announcement.

Damascus had earlier condemned the US allegations and blamed the rebels for the attacks.

Congress Seemandhra leaders to hold dharna in Delhi

Congress leaders from Seemandhra region will organise a massive dharna in New Delhi on Tuesday to protest against the proposed bifurcation of Andhra Pradesh.

Talking to reporters in the Assembly premises here on Sunday, Minister S Sailajanath said that all Congress leaders would assemble and meet in Delhi on Monday evening. The next day, they would make a representation with High Power AK Antony Committee on the implications of bifurcation. They would also participate in a dharna at Jantar Mantar to oppose State's division.

Sailajanath claimed that the Centre was softening its stand on the bifurcation issue. He said that the Congress Working Committee had put a seal on deliberations. However, continuous agitation forced the Centre to appoint a committee to hold consultation and hear the grievances of Seemandhra people. He hoped that the Antony Committee would take a serious view of their representation.

The minister also slammed TDP president N Chandrababu Naidu for maintaining silence on the bifurcation issue. He also condemned the YSR Congress party for not making its stand clear on the Telangana State. (INN) 

Vijayamma holds dharna

YSRCP leader Y S Vijayamma on Wednesday sat on fast at Jantar Mantar in the capital, demanding that Andhra Pradesh be kept united. She targeted Congress president Sonia Gandhi for her ‘selfish’ decision on the creation of Telangana, which she alleged was aimed at limiting the influence of YSRCP supremo Jaganmohan Reddy to only one region.
Vijayamma’s hunger strike came after she met President Pranab Mukherjee and Prime Minister Manmohan Singh, besides top political leaders on Tuesday to represent to them that the Congress decision on bifurcation of Andhra Pradesh and creation of Telangana was for its own selfish political interests. This decision was not in the interests of the people of the state, she said.
Addressing the gathering at the venue, Vijayamma also hit out at TDP supremo N Chandrababu Naidu. When gross injustice was being meted out to Seemandhra region, Naidu was not even opening his mouth, she said. She accused him of giving a letter of unconditional support for the creation of Telangana.

Face-off between Seemandhra, Telangana employees at Jala Soudha

Tension prevailed in Jala Soudha, headquarters of the irrigation department, on Friday with supporters of Telangana and Seemandhra nearly coming to blows over bifurcation of the state.

As Seemandhra staff staged a dharna with flowers in their ears at the office at Erram Manjil to protest the proposed division, Telangana employees countered it by holding a lunch-hour protest in front of the main gate. Both groups raised slogans to highlight their cause, with Telangana employees challenging the Seemandhra staff to stop bifurcation if they could and the latter retaliating that they will ensure status quo. The situation took a turn for the worse the two groups started jostling each other, forcing the police to rush in and separating them.

Meanwhile, Congress leader N Tusali Reddy tried to barge into Jala Soudha in support of Seemandhra staff but this was opposed by the Telangana staff. Police stopped him from entering the premises and took him into custody.

As the situation turned tense, police officials from Punjagutta and Saifabad rushed to the place and asked the two groups to disperse. But the Telangana staff demanded that all outsiders be sent out. Police then took some outsiders, including a contractor, into precautionary custody, tightened security around the place and did not even allow the media inside.

Both groups of employees continued their agitation till 2 pm. "Seemandhra employees are belittling our Telangana by staging a dharna with flowers on the ears. This has enraged employees from Telangana," said an employee.

Meanwhile, at the secretariat, both Seemandhra and Telangana employees continued their agitation. Elsewhere during the day, Telangana ministers P Laxmaiah, J Geeta Reddy and B Sariah held a meeting in K Jana Reddy's chambers to chalk out 'victory celebrations' for achieving the goal of getting a separate Telangana state. At Indira Park, the Telangana JAC held a demonstration and demanded that the Centre expedite the process of creating Telangana state.

Transport minister Botsa Satyanarayana held talks with striking RTC unions and urged them to call off their agitation. RTC managing director AK Khan pointed out that the corporation was incurring a loss of Rs 13 crore every day because of the agitations and the cumulative loss was already Rs 200 crore, adding that they would not be able to pay salaries if the agitation continues. However, Union leaders refused to call off the strike unless the Centre rolls back its decision .

Prof Kodandaram said that T activists must be alert in the wake of intense efforts by Seemandhra leaders to influence the Congress leadership to revoke the decision on Telangana.

Seemandhra leaders stage dharna in Parliament complex

Over 50 Congress MLAs and MLCs of Seemandhra, including 14 Ministers of Kiran Kumar Reddy Cabinet, Union ministers and party MPs from the region, staged an hour-long dharna in front of Gandhi statue in the Parliament complex here on Tuesday seeking continuation of united Andhra Pradesh.

Sudden protest

It was an unusual sight as hitherto only the MPs were allowed to stage protest in the high security complex. The sudden protest of MLAs and MLCs and State ministers, who entered the building complex with the temporary passes, caused concern among the security officials and kept them on tenterhooks throughout the stir.

Except Union ministers from Seemandhra region – Kishore Chandra Deo, Kotla Jayasurya Prakash Reddy and Panabaka Lakshmi – all other members of the Manmohan Singh Cabinet from the region participated.

The Congress leaders, who also got the pass for entering the Central Hall, met leaders of some of the national parties and canvassed for support against creation of Telangana.

First time ever

Special Correspondent in Hyderabad adds: Trying to play down the high command’s reported advice against demonstration at Jantar Mantar, the Seemandhra leaders claimed that for the first time ever, elected representatives other than Parliament members were allowed to stage a protest demonstration on the premises.

At a breakfast meeting in the house of MP Magunta Srinivasulu Reddy, it was decided that the Seemandhra leaders should hold a demonstration at Parliament House.

“We felt that our agitation in front of Gandhi statue would give us more publicity. We were able to highlight the concern of the crores of people of Seemandhra region who are opposed to bifurcation,” Government Whip R. Padmaraju told The Hindu on Tuesday from New Delhi.

Congress leaders said there was no intention on the part of the high command to prevent them from going to Jantar Mantar. Congress MLA K. Kanna Babu denied that the Central leaders had warned them. “Do you think the high command would warn us against holding a demonstration at Jantar Mantar and ask us to agitate at Parliament?” he questioned.

Former Minister Gade Venkat Reddy said that the unilateral decision on bifurcation was uncalled for and undemocratic. “When Andhra State was carved out of Madras State, people of this region were consulted and convinced. Why was the same procedure not followed? We had come to Delhi to highlight the public mood against bifurcation,” he said.

YSR Congress' Sharmila to begin bus yatra on September 2

Demanding that the Centre maintain status quo on Andhra Pradesh, YSR Congress party leader Y.S. Sharmila will launch a bus yatra from September 2.
The launch of bus yatra coincides with the fourth death anniversary of former chief minister late Dr Y.S. Rajasekhara Reddy. The bus yatra will begin from Idupulapaya in Kadapa district.
Sharmila is planning to tour all districts of coastal Andhra and Rayalaseema demanding that the Centre maintain status quo on Andhra Pradesh if was unable to do equal justice to all regions.

Naidu puts off bus yatra

 Telugu Desam Party (TDP) chief N Chandrababu Naidu has postponed his bus yatra or 'Atma Gaurava Yatra' which was supposed to be kicked off from the Vizianagaram district from August 25.

The decision reportedly came after several party leaders from the Seemandhra region pointed out that the Samaikyandhra 'sentiment' is very strong in the region and that there was a lot of public anger

against him. Opposition parties had targeted Naidu for the bifurcation of the state, they claimed.

Naidu promises loan waiver for farmers

Telugu Desam president N Chandrababu Naidu on Friday announced that he would waive all agricultural loans if his party was elected to power in Assembly polls next year.

Addressing a regional meeting of Telugu Desam workers ahead of the local body elections here, Chandrababu Naidu also promised to supply nine hours of uninterrupted power supply to the farm sector. "Farmers have been suffering under the Congress government in the state. Prices of fertilisers, pesticides and seeds have gone up and the government has not done anything concrete to control the price rise. The farming community is now in the lurch and only the Telugu Desam will make them prosperous," the TD supremo said.

Jagan was too hot for prison officials to handle

It was a tricky affair for authorities of the Chanchalguda jail to handle but with YS Jaganmohan Reddy being injected fluids forcibly on Saturday at the Nizam's Insitute of Medical Sciences (NIMS), prison officials heaved a sigh of relief.

Jaganmohan Reddy's health deteriorates, doctors force-feed him

YSR Congress party president YS Jaganmohan Reddy was on Saturday force-fed as his condition started deteriorating after being on an indefinite fast for the past seven days.

On the direction from Chanchalguda Jail officials, doctors at Nizam's Institute of Medical Sciences (NIMS) forcibly gave intravenous (IV) fluids to Jagan as his condition was worsening, a hospital official said.

Tension in Andhra secretariat during protests

Tension prevailed at Andhra Pradesh state secretariat here Saturday as the protesting employees from Seemandhra and Telangana regions nearly came to blows.

Police officials intervened to avert a clash as protests and counter protests by the employees from Seemandhra (Rayalaseema and Andhra) and Telangana continued to rock secretariat, the seat of governance.

Police further tightened the security and mobilised additional forces to prevent any untoward incident as the employees refused to call off the protests.

While employees from Seemandhra have been staging protests almost daily to oppose the Congress Working Committee's decision to carve out a separate Telangana state, their counterparts from Telangana are also taking out rallies to pressure the central government to speed up the process for formation of separate state.

Why did Bihar Police spurn Intelligence Bureau's offer to take Yasin Bhatkal on remand?

The Bihar Police on Wednesday spurned the Intelligence Bureau's (IB) repeated suggestions to take Yasin Bhatkal on remand after one of India's "most wanted" terrorists had been apprehended in Nepal.

According to sources, IB had requested the Bihar Police to take Yasin on remand on Wednesday night. Senior officials of the IB involved in one of the most successful counter-terror operations emphasized Yasin's role in raising the 'Darbhanga module'- one of the several sleeper cells of Lashkar-e-Taiba's (LeT) Indian proxy Indian Mujahideen (IM) — whose members have been accused of being involved in terror strikes in different parts of the country, including Mumbai.

Sources in central agencies told TOI that IB officials pointed out that at least 15 members of IM had been arrested from the Darbhanga region and this gave Bihar enough basis for arresting Yasin under Unlawful Activities Prevention Act.

Dozens die in Kenya bus crash

At least 37 people were killed following a bus crash west of Nairobi, Kenya, police said Thursday.
The wreck took place in the predawn hours in Ntulele, when the bus overturned on the Nairobi-Narok highway.
At least 32 others suffered multiple injuries and were evacuated to a district hospital, police said.
Earlier, the Red Cross had reported 41 killed in the mishap, citing police.
Between 3,000 and 13,000 people die in road accidents in Kenya every year, the World Health Organization says.

A gang rape allegedly involving the teenage son of a famous Chinese "singing general" has caused outrage in China, unleashing a tide of public anger over the behavior of so-called "princelings," the children of elite families.
Li Tianyi, 17, stood before Haidian People's Court in a closed hearing in Beijing Wednesday and Thursday, one of five defendants accused of raping a woman in a hotel room in February after drinking with her in a bar. Li, who also goes by the name Li Guanfeng, told the court he was drunk and could remember little of the night in question, but denied beating or having sex with the woman, the state-run Beijing News reported.
While Li's four co-accused issued guilty pleas by the trial's end, Li continued to deny the allegations, state media reported.

N. Korea rescinds invitation to U.S. envoy over American prisoner

(CNN) -- North Korea has rescinded an invitation for a U.S. envoy to visit North Korea and try to secure the release of a detained American.
Ambassador Robert King, President Barack Obama's special envoy for North Korean human rights issues, was expected to fly to the Asian nation on Friday to try to win the freedom of Kenneth Bae, an American citizen imprisoned there for carrying out "serious crimes" against Kim Jong Un's regime.

Venezuelan jailed for shooting US diplomats in Caracas

A Venezuelan man has been sentenced to five and a half years in prison for opening fire on two US diplomats in a Caracas strip club.

The attorney general's office said Carlos Mejias admitted wounding the military attaches after a brawl in May.

"He pulled out a gun and repeatedly fired at the Americans," it said in a statement.

One of the diplomats was shot in the leg, the other in the stomach. But neither had life-threatening injuries.

The incident took place at the Antonella 2012 Club, a pole dancing bar in the Chacao neighbourhood of Caracas, the statement said.

Colombia troops to patrol Bogota after protests

Colombia is deploying troops in the capital, Bogota, following violent protests in support of a strike by small-scale farmers.

Colombian President Juan Manuel Santos said the troops were needed "to assure normality".

Clashes with police broke out after thousands of people took to the streets in support of the farmers. At least two people have died.

Farmers say government policies are driving them into bankruptcy.

"Last night, I ordered the militarisation of Bogota and I will do the same today in any municipality or area that needs the presence of our soldiers," President Santos said in a televised address after an overnight cabinet meeting.

Responding to the bandh call given by the AP Non-Governmental Organisation and Samaikyandhra JAC leaders, people from all walks of life in Krishna District headquarters Machilipatnam are gearing up to join the bandh scheduled for Tuesday.

All the government employees and private associations have already expressed their willingness to participate in the bandh to raise their voice against the UPA Government’s decision to carve out separate Telangana. Business establishments such as petrol outlets and markets and Rythu Bazaar experienced an unprecedented turnout of customers on Monday evening in order to prepare for the coming 24 hours by meeting the requirements of necessary commodities.

Bandh affects life in coastal AP; Govt staff begin strike

Normal life came to a standstill on Tuesday in the city and other coastal towns such as Kakinada, Rajahmundry, Eluru, Vijayawada, Guntur and Ongole, as a bandh was observed in response to the call given by the joint action committee agitating for preserving the unity of Andhra Pradesh (Samaikhyandhra JAC). The Government employees went on an indefinite strike from Monday midnight and the Andhra Pradesh State Road Transport Corporation (APSRTC) staff in these districts also responded to the strike call. Buses went off the road.

Andhra Pradesh has a new Leader of Opposition - Kiran Kumar Reddy?

For the last one month, Kiran Kumar Reddy has been chief minister of Andhra Pradesh only in name. Governance of the state, never spectacular under him in any case, has been left Ram Bharose and Reddy has been sulking over his party high command's decision to divide Andhra Pradesh. 

Unlike a typical Congressman, he has shown he has a spine and has been taking potshots at his leadership, telling them without mincing words, that they have committed a blunder. From all indications, he will do all it takes to put enough hurdles in the path to bifurcate Andhra Pradesh. 

Seemandhra ministers in the Andhra Pradesh cabinet say all of them, including the CM, believe elections in 2014 will take place in a united Andhra Pradesh. And they hope if they are able to convince their voters that they managed to stall the creation of a Telangana state, people will vote for them. 


Engineering colleges in Andhra Pradesh facing bleak future

HYDERABAD: Over two lakh engineering seats are expected to lie vacant across the three regions during the academic year 2013-14. Even as Eamcet certificate verification came to an official close on Friday (with some exemptions), just 1.27 lakh students out of a total of 2.17 lakh, who qualified for Eamcet, turned up to verify their certificates.

The state has a total of 3.38 lakh seats. Of this, 2.37 lakh seats are convener quota (merit list) and 1.01 lakh are management quota seats.

Though the state government has extended the deadline to September 2 for the strike-stricken Seemandhra students, Eamcet counselling officers predict that a maximum of 10,000 students would come for certificate verification during this period. "Students will be allowed to select the colleges of their choice on September 3. Allotment of seats will be on September 18 and engineering classes will start from September 23," K Raghunath, Eamcet camp officer said.

Ambulance mishap delayed shifting of Jaganmohan Reddy from jail to hospital

HYDERABAD: A mishap involving the ambulance in which YS Jaganmohan Reddy was to have been brought out of the jail delayed the process of him being shifted to the hospital by 45 minutes.

Two staff of the Chanchalguda prison were injured in the mishap when the vehicle rammed into a tree near the inner gate of the prison. Both the staff had to be rushed to a corporate hospital at Malakpet to be treated for injuries they suffered. The new Maruti Eeco ambulance also got damaged.

The plan was to shift the fasting Jaganmohan Reddy from the prison at 11pm to the Osmania Hospital on Thursday. However, one of the staff members who drove the vehicle, with another staff member sitting beside him, rammed it into a huge tree close by. The windshield of the vehicle broke and one of the front tyres of the vehicle also got damaged.

Moderate earthquake shakes Sichuan, Tibetan counties in China

BEIJING: An earthquake measuring 5.1 on the Richter scale jolted several counties on Wednesday in southwest China's Sichuan province and adjacent Tibetan prefectures.


The quake shook border area of Rongxian county in Ganzi Tibetan Autonomous Prefecture of Sichuan Province and Deqin and Xianggelila counties in Diqing Tibetan Autonomous Prefecture of Yunnan Province at 4:44 am local time today, according to the China Earthquake Networks Center.

The epicenter, with a depth of 9 km, was monitored at 28.2 degrees north latitude and 99.3 degrees east longitude, the state run Xinhua news agency reported.

No reports of casualties were reported so far.

Woman gouges 6-year-old's eyes in China: Police

BEIJING: A woman tricked a 6-year-old boy into going into a field in northern China, and then gouged out his eyes, police said on Wednesday.

The boy's brutal ordeal happened on Saturday in a rural area of Linfen city in Shanxi province, the city's police bureau said in a statement. State media said the boy was recovering in a hospital, but had lost his sight permanently.

A police officer who only gave his surname, Liu, said he couldn't speculate on a motive because the investigation was continuing.

"We are sparing no efforts trying to solve this case," Liu added.

Liu said the boy's eyeballs were found at the scene, and that the corneas hadn't been removed.

State media previously had raised the possibility that the boy's corneas were taken for sale because of a donor shortage in China.

A news report on a provincial TV channel showed the boy writhing in pain on a hospital trolley, with bandages around his head, and his parents, both farmers, crying.

The Beijing Times newspaper quoted the parents of the boy, whose family name is Guo according to police, as saying that their son had told them he was walking along a path when he was grabbed by a woman. She used an unspecified tool to gouge out his eyes, they said.

Kidnappers gouge out six-year-old's eyes in China

BEIJING: Chinese police have launched a hunt for a woman who gouged out the eyes of a six-year-old boy in Shanxi province. The woman and a man, who carried out the horrific surgery, are believed to be part of an organ trading racket.

"[He was] walking down the street, then someone just carried him away," the boy's father told the media. "This is what my son told me. We asked him on the way to hospital. He knew exactly what was happening. He said there was a person gouging his eyes with 'a thing', and he cried."

The kidnapping and surgery of Guo Bin happened within a span of five hours after he went missing from his home on Saturday evening. His parents were worried when he did not return home after playing outside. Guo was discovered five hours later with both eyes missing. His mother found the boy with his face covered with blood near their home. He told his mother he was forcibly taken away by a woman who spoke in a strange accent.


New Saudi law to protect women from domestic abuse

Saudi Arabia has adopted a law criminalizing domestic violence, usually targeting women and children, in a move hailed by activists who on Thursday demanded its swift implementation.


The law, approved by the cabinet on Monday, is aimed at protecting people from "all forms of abuse" and offering them shelter as well as "social, psychological, and medical aid," according to its text.

Violators face penalties of one month to one year in prison and/or a 5,000 riyal to 50,000 riyal ($1,330-13,300) fine.

The measures - which are unprecedented for the ultra-conservative kingdom - concern "any sort of physical or psychological violence," said the social affairs ministry's website.

Women are the main victims of domestic violence with "98 per cent of physical violence committed by men against women," it said.

Bombs kill 86 in Baghdad as sectarian violence spreads

BAGHDAD: A series of car bombings and other attacks across Baghdad on Wednesday killed 86 people and wounded 263, police and medical sources said, extending the worst wave of sectarian bloodshed in Iraq for at least five years.

It was not immediately clear who carried out the attacks, which appeared coordinated, but Sunni Muslim insurgents including the al Qaeda-affiliated Islamic State of Iraq have significantly stepped up bombings this year.

More than two years of civil war in neighboring Syria have aggravated deep-rooted sectarian divisions in Iraq, fraying the country's uneasy coalition of Shi'ite Muslim, Sunni Muslim and Kurdish factions.

In Sadr City, an impoverished Shi'ite district in Baghdad's northeast, two car bombs killed seven people. A restaurant owner said he saw an attacker just before one of the explosions.



Iran expands nuclear capacity, delays sensitive reactor: IAEA

VIENNA: Iran plans to test about 1,000 advanced uranium enrichment centrifuges it has completed installing, a UN nuclear report showed, a move likely to worry Western capitals hoping for a change of course under the country's new president.

The UN atomic agency's quarterly report - the first since relative moderate Hassan Rouhani won Iran's June presidential election - also revealed developments that could help buy time for diplomacy between Tehran and major powers, however.

The International Atomic Energy Agency (IAEA) said Iran informed it a few days ago that the planned commissioning of the Arak research reactor - which could yield potential bomb material - had been delayed from early next year.

"This is a positive development since the reactor would produce plutonium that, if separated, could be used in nuclear weapons," a US think-tank, the Institute for Science and International Security (ISIS), said in a comment on the report.

Russia sending warships to the Mediterranean amid Syria crisis: Report

MOSCOW/DAMASCUS: Russia "over the next few days" will be sending an anti-submarine ship and a missile cruiser to the Mediterranean as the west prepares for possible strikes against Syria, the Interfax news agency said on Thursday.

"The well-known situation shaping up in the eastern Mediterranean called for certain corrections to the make-up of the naval forces," a source in the Russian general staff told Interfax.

"A large anti-submarine ship of the Northern Fleet will join them (the existing naval forces) over the next few days.

"Later it will be joined by the Moskva, a rocket cruiser of the Black Sea Fleet which is now wrapping up its tasks in the northern Atlantic and will soon begin a transatlantic voyage towards the Strait of Gibraltar."

In addition, a rocket cruiser of the Pacific Fleet, the Varyag, will join the Russian naval forces in the Mediterranean this autumn by replacing a large anti-submarine ship.

However, the state-run RIA Novosti news agency cited a high-ranking representative of the naval command who said the changes to the country's forces in the region were not linked to the current tensions over Syria and called them "a planned rotation."

Car bomb in northern Iraqi city of Samarra kills 11

TIKRIT, Iraq: A car bomb killed 11 people and wounded 27 in the Iraqi city of Samarra on Thursday, police and medical sources said, in the latest of an intensifying series of attacks.

The parked vehicle blew up in a busy market in the city, 100 km (60 miles) north of Baghdad.

More than 1,000 Iraqis were killed in attacks in July, the highest monthly toll since 2008, according to United Nations statistics.

AMMAN: President Bashar al-Assad's forces have removed several Scud missiles and dozens of launchers from a base north of Damascus, possibly to protect the weapons from a Western attack, opposition sources said on Thursday.


The move from the position in the foothills of the Qalamoun mountains, one of Syria's most heavily militarised districts, appears part of a precautionary but limited redeployment of armaments in areas of central Syria still held by Assad's forces, diplomats based in the Middle East told Reuters. 

They said rebel raids and fighting near key roads had blocked a wider evacuation of the hundreds of security and army bases that dot the country of 22 million, where Assad's late father imposed his autocratic dynasty four decades ago. 

With US air strikes looming in response to poison gas attacks last week on rebel-held Damascus suburbs, some of the formations on the move are accused by Assad's opponents of firing the chemical weapons. The Syrian government blames rebels for releasing gas but Western powers hold Assad responsible. 

At the headquarters of the army's 155th Brigade, a missile unit whose base sprawls along the western edge of Syria's main highway running north from the capital to Homs, rebel scouts saw dozens mobile Scud launchers pulling out early on Thursday. 

Wildfires blamed for massive blackout in northeastern Brazil

SAO PAULO: Millions in northeastern Brazil were without power on Wednesday after wildfires crippled transmission lines in the first widespread outage to affect Latin America's largest economy since 2012, the national electricity regulator said.

Brazil has suffered several major blackouts in the past decade as its aging infrastructure, hobbled by one of Latin America's lowest levels of public investment, has struggled to keep pace with its economic growth.

Homes, hospitals and businesses across the states of Pernambuco, Bahia, Rio Grande do Norte, Piaui, Alagoas, Ceara, Paraiba, Sergipe and Maranhao were affected by the blackout, which began around 3pm (1800 GMT).

Power was slowly being restored to affected areas, according to energy distribution companies in the region.

Representatives from ONS, which operates the national electricity grid, and Brazil's energy ministry said wildfires in Piaui had caused the failure of at least two transmission lines, causing a drop of 10,900 megawatts of capacity in the regional transmission grid.

Musharraf's formal trial for Benazir Bhutto murder begins

ISLAMABAD: The formal trial of former Pakistani military ruler Pervez Musharraf on charges of involvement in the murder of Benazir Bhutto began on Tuesday.

"The trial began with the anti-terrorism court in Rawalpindi recording evidence of a witness," state prosecutor Chaudhry Azhar said.

Musharraf, who was president at the time of former premier Bhutto's assassination in 2007, has been charged with murder, conspiracy to commit murder and facilitation of murder.

Azhar said four witnesses were summoned but only one turned up to testify. He said he was unsure how long the trial would take.

Musharraf was not present in court as he was exempted from personal appearances because of security reasons.

If convicted, he can be sentenced to death or life imprisonment.

Apart from Musharraf, seven more persons, including members of the Taliban and two senior police police officials, have been indicted.

Musharraf has denied the charges and promised to prove his innocence. He is currently being held at his farm house in a suburb of Islamabad.

Bhutto was assassinated by a suicide bomber shortly after addressing an election rally in Rawalpindi on December 27, 2007.

Mosque suicide blast kills Afghan district governor

KUNDUZ: A suicide bomber detonated himself at a mosque in northern Afghanistan on Friday, killing the local district governor, a policeman and at least six other worshippers, officials said.
The blast erupted in the middle of a crowd gathered outside the mosque building after a funeral prayer session for a tribal elder.

"The bomber targeted Sheikh Sadruddin, the district governor of Archi, this morning in the yard of a mosque while he was attending a prayer ceremony," Sayed Sarwar Husseini, spokesman for Kunduz province, told AFP.

"We can confirm that Sadruddin was killed."

District police chief Hamid Agha said that six civilians and one policeman were killed and 25 other people were wounded, some of whom were in a critical condition.

Northern Afghanistan is relatively peace compared to the south and east, but Kunduz province has often been the scene of explosions, targeted killings and other insurgent unrest in recent years.

There was no immediate claim of responsibility for the attack, which occurred in a district close to the border with Tajikistan.

Taliban militants have launched a spate of attacks in recent days, with more than 30 people killed on Wednesday in separate strikes, including 15 policemen shot in an ambush in the western province of Farah.

The Taliban regularly target foreign and Afghan soldiers, police and officials in their guerrilla war against President Hamid Karzai's Western-backed government.

Pak military official in Beijing for advice on top appointments?

BEIJING: General Khalid Shameem Wynne, chairman of Pakistan's Joint Chiefs of Staff Committee (JCSC), met Chinese vice-premier Zhang Gaoli in Beijing on Thursday. The meeting came just days before Pakistan is expected to make two important appointments in its armed forces: the next army chief and JCSC chairman.

Wynne, one of the top two military officers of Pakistan, is believed to have consulted Beijing on the new appointments and assured it of Pakistan's continued friendship. China is particularly worried about the upcoming retirement of Ashraf Parvez Kayani, the Pakistan Army chief, who is seen as having ensured that Taliban militants do not spill over the border into its restive Xinjiang province.

Wynne is due to retire on October 6 and Kayani on November 28. Pakistani prime minister Nawaz Sharif has said he will not give an extension to Kayani and will choose the next army chief on the basis of merit.

The Wynne-Zhang meeting also came days before Chinese and Pakistani air forces begin a joint drill (from September 2 to 22) in the Xinjiang Uygur Autonomous Region. The drill, codenamed 'Shaheen-2', comes after the first joint drill in Pakistan in March 2011.

"Maintaining and deepening strategic cooperation between China and Pakistan is in the fundamental interests of the two countries and is also the common aspiration of the two peoples," a Chinese government spokesman said.

Rebel military sources said spotters saw missiles draped in tarpaulins on the launchers, as well as trailer trucks carrying other rockets and equipment. More than two dozen Scuds - 11-metre (35-foot) long ballistic missiles with ranges of 300 km (200 miles) and more - were fired from the base in the Qalamoun area this year, some of which hit even Aleppo in the far north.

The base was among a list of suggested targets presented by the rebel Syrian National Coalition to Western envoys in Istanbul earlier this week, opposition sources said. Scud units, of Soviet or North Korean manufacture, are designed to be mobile and so could still be set up quickly to fire from new positions.

Syrian military authorities do not discuss troop movements publicly. No government spokesman was available for comment.

Missiles, troops gone

Assad's forces appeared already by Wednesday to have evacuated most personnel from army and security command headquarters in central Damascus, residents and opposition sources in the capital said.

In the Qalamoun area, an activist calling himself Amer al-Qalamouni told Reuters by telephone: "Most of the personnel in the base appear to have left.

He added that trailer trucks loaded with military equipment were also seen on the Damascus ring road to the south: "Either the hardware is being transported to be stored elsewhere or it will remain constantly on the move to avoid being hit," he said.

Captain Firas Bitar of the Tahriri al-Sham rebel force, who is from the Qalamoun area but is based in a Damascus suburb, said two other missile units based near the 155th in the districts of Qutaifa and Nasiriya were also moving rockets out.

He said they could be move northwest to loyalist strongholds near Homs or further into the coastal mountain heartland of Assad's minority Alawite sect.

opposition sources also suspected the evacuation of another missile unit based in Sahya, just south of Damascus.

"The Sahya barracks have been hitting the southern suburbs with rockets and artillery non-stop," said rebel commander Abu Ayham of the Ansar al-Islam brigade. "Since yesterday, nothing has been fired from the camp, suggesting it has been emptied."
